NorthEast Foundation staff is a dedicated team of professionals able to assist you in planning your donations and contributions to strengthen the healthcare delivery system in our community.


Charlie Sastoque


Charlie comes to us from Plano, Texas where he most recently served as the Executive Director of the Plano Independent School District Education Foundation.  In Plano, Charlie worked with a thirty-three member board of directors where he raised funds for priority, academic programs for the city’s school district.  In his more than twenty-year career, Charlie has served in distinct leadership and fundraising positions for various hospital systems in Dallas and New Orleans and his experience encompasses healthcare, social services, education, the performing arts and human resource management.  A native of Baton Rouge, Charlie earned a Bachelor Degree in Business Administration from Louisiana State University. 

Kevin Laws

Director of Principal Gifts

Kevin has been with NorthEast Foundation since 2009. He has served as Campaign Director, Director of Planned Giving,  and currently serves as Director of Principal Gifts. In addition to fundraising Kevin also oversees the NorthEast Foundation 1937 Society.  A lifelong resident of Cabarrus County, Kevin received a B.A. from Wake Forest University and M.A. from UNC-Charlotte.

Rosalee Anglin

Director of Grants & Foundations

Rosalee has been with Carolinas Healthcare System since 2007.  She joined NorthEast Foundation in 2010 to serve as Director of Grants and Foundations.  As such, her primary responsibilities include researching, writing, acquiring, and managing all external local, state, and regional grants. She also participates in the Foundation’s fundraising and development team initiatives.  Rosalee’s professional experience includes non-profit program management, marketing, and public relations.  As a graduate of the London College of Communication, she earned a B.A. in Marketing and Public Relations.

Meredith Mauldin

Director of Annual Giving

Meredith joined NorthEast Foundation in December of 2015 and serves as the Director of Annual Giving.   In addition to fundraising, Meredith oversees the Employee Campaign and the InCrowd.  Most recently Meredith served as a business developer for the Community Blood Center of the Carolinas (CBCC).   In her more than six years at CBCC, Meredith organized blood drives in Mecklenburg, Stanly, Anson and Union Counties.  Prior to her work at CBCC, Meredith worked for a medical device company selling endoscopy devices in Eastern NC.  Meredith is a native of Cabarrus County and holds a B.S. in Biology from the University of North Carolina at Greensboro.

Heather Kincel

Director of Special Events, Marketing & Public Relations 

Heather is the newest member to join the NorthEast Foundation Team as the Director of Special Events, Marketing and Public Relations.  She spent almost 18 years in the NASCAR industry before joining the Foundation in July of 2017.  Heather overseas the two largest Fundraising events for the Foundation, the Annual Gala and Foundation Fashion Week, in addition to Public Relations and Third-Party Fundraising.  She graduated from SUNY College at Buffalo with a B.A. in Communications and Journalism before settling in Concord, N.C. where she has resided for the last 19 years.

Jeslyn Williams

Data Information & Prospect Research Manager

Jeslyn joined NorthEast Foundation in November of 2015 as Executive Assistant to the Foundation’s President. She was promoted to her current position as Data Information & Prospect Research Manager in March of 2017. In this role she manages donor and gift information, in addition to performing daily and monthly financial reconciliations. Prior to joining the Foundation, Jeslyn worked at Charlotte Motor Speedway where she held the positions of Community Relations Coordinator and Executive Assistant. Jeslyn is a lifelong resident of Concord.  


Judy Montague

Development Assistant

Judy joined NorthEast Foundation in April of 2016 and serves as the Development Assistant to the Development Team.  After graduating from King’s College in Charlotte, NC with a diploma in Secretarial Science, Judy spent 25 years in the banking industry.  A native of Mecklenburg County, she currently resides in Locust, North Carolina.
